Buyer requested a refund while the item was out for delivery. I cannot resolve a return request if the buyer doesn't have the item. I asked them to instead open an item not received case w/ ebay, but they did not. The item then showed as delivered, but the buyer said the item had not been delivered. This DOES sometimes happen w/ ESE, so I asked them to wait a few days to see if the card comes. Instead he tried to extort a refund by saying he would leave neg feedback, which is against eBay's ToS.
