There is NO confusion! many eBay sellers who reside in th USA ship their item from warehouses located in Hong Kong. The listing clearly states that the custom made watches are "Located in: kwang tong, Hong Kong"This buyer and others FAIL TO READ THE LISTING TERMS and then blame the seller for it
