I've had this for about 2 weeks give or take and sometimes the low beams do not turn on. Not sure what what the issue could be

You should have contacted us before leaving feedback. That issue has nothing to do with the ballast. If you have bi-xenon its the bi-xenon controller or bi-xenon shade motor which moves the shade in the headlight up and down allowing high beam function. If you have halogen high beams you either have a bad bulb or a bad high beam relay that is not turning on the high beam. All the ballast does is turn on the HID bulb and keep it lit. Your issue has nothing to do with the ballast you purchased.
