However, I am still awaiting a response from the seller about why I was charged Customs when the Offer specifically said the item was NOT subject to Customs.

Hi there, I’m glad you like the purse and I apologize for the confusion with customs. At checkout for all items shipping internationally a buyer “agrees to the global shipping program terms and condition” where it states the responsibility of the buyer to “assume responsibility for the customs clearance and transportation of the GSP item to be exported” Again, my apologies, but all items shipped through the EBay International Program follow this policy and I have no control over customs charges.
