This is not the case. Order has tracking which shows delivery was attempted with the buyer but they have failed to pay their import taxes. And so the customs clearance department in the buyer country will not release the parcel until the buyer pays their legally required taxes. Delivery delayed by the buyers failure to meet their legal obligations.
