Thank you for the honest eBay transaction. Saying that I never received the "Chocolate Cosmo" seeds. THE U.S. Department of Agriculture saw fit that they wanted to protect me from these foreign flower seeds, so they removed them from the package and sent a paper instead stating, "Prohibited Material". I think they should have better things to do but I guess not. You keep your money as I don't want a refund. You did everything right. PS would have liked to see how beautiful they would been.
