The shoe has obviously been worn multiple times. There is still oil from body lotion or oil inside the ankle cuff, and there are marks left behind on the sole and foot part of the shoe that look like the shoes were cleaned, but not well. I have a lot of jellies and other clear shoes so I know what it looks like when you try to clean them and don't use the right products.
