This item may have been "new" however it had to be "old stock" as it was discolored and dried out. Totally unusable. I immediately upon opening sent a nice message to seller (wanting to contact seller first to get a return label to send item back), I waited a few days with no response from seller so I contacted Ebay and they let seller know and I still received no response but did receive a full refund. Because the lack of communication I will not purchase from again nor recommend this seller.
