The seller is a hacker, hacked into my account and defrauded this purchase, nothing was sent, should be banned from Ebay and arrested!

The only one who behaves like a scamer is you! Item was bought from your account; afterwards you contacted me that someone "hacked" your account - I told you to report to Ebay and give request to cancel transaction - Which you did not!! Anyway after waiting I proceed on my own and issued refund on Paypal. So looks to me that you would like to have an item + the money for purchase.
