Dress not received, seller kept me hanging on and on with no clear delivery outcome. 2.5 weeks later, still won't refund. Reported to eBay - AVOID!!!!!!

The customer received the dress late due to Royal Mail delays in deliveries. I did my best to let the customer know that it was beyond my control, and also provided the tracking number. The buyer opened the case{item not received} with the Ebay which caused the delay in refunding the customer until the case was resolved.
The customer was fully refunded by Ebay, and she has also received the dress finally.
The customer on top of that left a negative feedback.
