The dress is too small. I mistakenly believed that the loose-fitting style would fit big, and forgot to check the size chart indicated. So, my mistake, but the seller is willing to send me a larger one, for $12 USD, and I keep the other,(to sell or give away), because the shipping costs are high internationally.
