I wish to complain to Ebay about this seller. I contacted him about the item not being brand new and he told me to put in a return request which I did to which he then said that he would investigate. He doesn't say to return the item. The item had arrived in scruffy looking "put back in looking" packaging (not like brand new) and the bin of the shredder was dirty inside.
