My rims are DT Swiss HE 1800 Spline rims. My rims are Gravel bike rims from Canyon Bikes. The seller blamed the problem on the rims. To determine if it was a rim issue, I ordered another pair of Gravel Tires from a different seller, a different brand (700c x 38) 40-622 and had no problem getting them on the DT Swiss rims.
