Try putting the Data Pages (the Paper Pages) out side the inserts holder of the album. Then lay the paper page to be then screwed attached.

Item described was what showed up. My Dansco penny album is from 1909 to 2016 including proofs. I unscrewed my tabs and I able to insert the pages pretty easily. I love it. In total adds about 3/16th's of an inch to the album thickness. Full of facts and info! I will be purchasing more once I start to upgrade other sets. Thank you!
