That was the hole point of buying the cap and bolts! It’s like buying a car with no wheels the picture shows the car with wheels but when it arrives you have to buy the wheels separately! When I asked the company who I bought it off they said we have checked at our end and none of the packaging says that! Until I sent him a photo which said cap with bolts. Then he said it was for their packaging purposes!
