eBay requires us to ship within 1 business day. To prove that the item ships we create the shipping label in eBay which provides the tracking number. This doesn't happen when we just put a stamp on an envelope. If we were to ship without tracking and your item was lost, this would be a real negative instead of a "positive" negative stating we didn't ship the item. This is done for the buyers and sellers protection. As for shipping cost, this is established before the purchase is made.
