The item was advertised as new, however it arrived without instructions and was missing the bolts needed to hold the wheels in place. I contacted the seller and was eventually offered a partial refund. Given that the spares aren’t available to buy (meaning I’d need to search and purchase an alternative), I asked for more money back, which was granted. Seller was communicative but item shouldn’t have been advertised as new.
