The 1898 US Stamps Scott #290 was exactly as described, and packaging was excellent. However, it arrived late due to USPS post office system problems which we all are experiencing. But Travelstamps gave me a refund since it was a very late delivery which was very nice of them. So I am giving five stars for shipping since I received a refund! I would like pay for the stamp and cancel the refund. Please let me know how to pay for it. Thank you!
