A critical exposition of the major features of the UK's constitution in a straightforward, readable textbook suitable for undergraduate use. The text draws together constitutional theory, history, law and practice in a manner designed to provide a comprehensive yet intelligible text. It covers the background and fundamental concepts which formed this country's constitution, and examines the role of every layer of government, from local government to the European Community and Union., This fifth edition has been updated to take account of the recent developments in constitutional reform in the UK, including the abolition of the office of the Lord Chancellor and arrangements to replace his role and functions in relation to the House of Lords. Judicial Appointments are discussed, together with plans to establish a new supreme court and the second stage of reform of the House of Lords. Developments within the EU and its imminent expansion from 15 to 25 states, as well as the reforms to reflect that expansion, and proposals for a European Constitution, are also covered. This edition has been restructured to facilitate the rapidly developing law under the Human Rights Act. There are now separate chapters on: Freedom from Discrimination; Freedom of Expression; Freedom of Assembly and Association; and the Organization and Powers of the Police (both of which have been substantially reformed by legislation). Recent developments and new discernable trends in the Judicial approach to the Human Rights Act are discussed. The significant reforms introduced to asylum and immigration by the Nationality Asylum and Immigration Act 2002 are also included.
