I wanted the part. not a refund, too many times it's easer just to refund the item, rather than send a replacement. because it got lost in the mail. not my fault.

It's not my fault it was lost in the mail either (if that's what happened). Had you contacted me directly, I would have sent another cutter. Instead you filed a complaint with eBay. Too many times it's easier to "forget" to retract your complaint once you've received your part.
