Issued full refund. EBay showed us that the buyer was in TN, for international buyers EBay does not let us know the location, just where it ships to their consolidation center in USA; buyer was in Ukraine. The wire costs us $2.00, EBay fees - $1.50 and shipping $4.05 - so on the transaction we lost $1.55; usually buyers purchase the wire with other items and we break even on them.
