Listed as Open Box and it sure was. Someone had disassembled the PSU (which you should never do) and then put the pieces back together leaving all the screws out. Besides that, the unit was DOA. What is the definition of Open Box these days? It's supposed to be opened and unused. No way on this one. At least they took it back and refunded the money.
