The item was faulty, not fit for purpose since it would not power a 5V USB device.
On testing with a standard 12V input, it was found to output 11.4V (on a digital multimeter) on ALL 4 pins in each of the USB sockets.
A serious "short circuit" with no significant DC conversion present at all.
