The item works as described, but it can be finicky to get it to run on Windows 10 as its an old product for an old technology. Had some initialization popups until I changed the sound settings on it and tried again.
Does seem to decode PAL and NTSC, but unforunately not the specific PAL variant I needed (UK).
All in all, and interesting little gadget.
