Plasma pen was sent without tips or instructions. When brought up to the seller, the seller offered to send me tips but they would be shipped from china and would take about 20 days for me to receive the seller also said they would partial refund me AFTER I received my tips in about 20 days. Now remember you only have 30 days with eBay protection. So being sent and a partial refund sounds like a scam to me. Not sure why the seller wouldn’t send a partial refund right away.

This is not an honest buyer. The goods are intact and shipped from eBay's US warehouse. The buyer opened a return request, and we accepted the return request and provided a shipping label. This is a reasonable operation, but the buyer gave a bad review. Is it because we did not agree to the buyer's unreasonable request?
