There is no adhesive on the rubber pads. Instead there are double-sided stickers with adhesive on both sides included. That you need to first add to the rubber pads, yourself. The big problem is that the pre-cut stickers are 99% of the area of the rubber pads. 1-2 mm around all sides has no sticker on it. So if you apply it to the bike. The rubber pads on all sides will be loose and my guess is that it will look not so good after just a few hours of use or even start to fall off.
