Anno 25 dopo Cristo: in una sperduta regione del Caucaso, ai confini dell'Impero Romano, la Legio III Gallica si rende colpevole del massacro di un centinaio di civili. Ventidue anni dopo, l'unica superstite dell'eccidio, che ha assunto il nome di Nemesis (cioè "Vendetta"), compare nell'Urbe decisa a regolare i conti con gli antichi stragisti. Per rintracciarli ha bisogno di un alleato e, ravvisandolo in Publio Aurelio Stazio, ne prende in ostaggio l'amica Pomponia per indurlo a collaborare. Drammaticamente diviso tra la fedeltà alle legioni e l'ansia per la sorte dell'amica, Aurelio inizia la sua indagine nella III Gallica. Tutto a un tratto, però, i legionari cominciano a morire di morte violenta e su ognuno di loro viene trovata una piccola tigre di legno. Nemesis nega di essere l'assassina e Aurelio le crede: prende così avvio una seconda, pericolosissima inchiesta, alla quale si affianca quella parallela del segretario Castore, che mal sopporta di essere tagliato fuori ...
