I am 95% certain this is a 1950's Allan Herschell carousel Indian chief head decoration that was repurposed by Jane Simmons in 2000. The only other explanation would be if the molds were sold and the casting continued in Mexico with the pieces being sold to the public. The cast aluminum face is the same as the carousel pieces sold on resale sites. The mounting holes are filled it and there is cement over where the name Herschell would have been on the forehead in the back (see last photo). It looks to have been either sanded, then painted over with silver paint. I've listed this in both categories to see if anyone has any additional information. Jane Simmons listed this in her 2000 The Livingsfun Spring Collection and the original tag is still attached.”
