La sua vita si intrecciò con i momenti e i personaggi maggiori di una complessa stagione religiosa e civile, a partire dagli anni del fascismo fino alla caduta del comunismo. Le vicende di cui fu protagonista vanno lette dunque sullo sfondo dei grandi movimenti e degli scontri che caratterizzarono la vita della chiesa e della società nel dopoguerra. Dal 1946 al 1987 austero pastore di una grande città industriale, Genova, Siri fu assai vicino a Pio XII. Uomo di governo al centro degli snodi della struttura ecclesiastica, durante il pontificato di Giovanni XXIII venne chiamato a presiedere la neonata Conferenza Episcopale Italiana.
