I replied to the buyer that I could not ship to his country and apologized. Already after my message, the buyer several more times placed orders. even after my message and my refusals. 4 times received the order placement, after my response. And as a consequence 4 times negative feedback. Is this done on purpose?

I refunded the money immediately after the first purchase and apologized in writing. The buyer checked out and checked out even after I asked him not to. I immediately refunded each time and apologized. Specifically to his address could not send. And the same negativity.
