Leben und Wirken des Salzburger Kirchenrechtlers und Fursterzbischofs Balthasar Kaltner (1844-1918) sind unter verschiedenen Aspekten von grossem Interesse. Als Kanonist war er massgeblich an der Vorbereitung des Codex Iuris Canonici 1917 beteiligt. Im Bereich der Kirchenprovinz Salzburg fiel ihm in dieser Phase eine Schlusselrolle zu. Sein Wirken als Furstbischof der Dioezese Gurk und als Fursterzbischof von Salzburg war gepragt von seinem Engagement fur die praktische und pastorale Anwendung des Kirchenrechts auf der Ebene von Bistum und Pfarrei. Sein Episkopat in der Metropolitankirche Salzburg fiel genau mit der Zeit des Ersten Weltkrieges zusammen. Dies kommt in seinen pastoralen Aktivitaten und in seiner Tatigkeit als partikularer Gesetzgeber vielfaltig zum Ausdruck.
