The world's most powerful banks have become hopelessly corrupt, prompting Interpol agent Louis Salinger (Owen) and Manhattan assistant district attorney Eleanor Whitman (Watts) to follow a dangerous money trail from Berlin to Milan to New York and Istanbul.
