Lightweight, stiff, protective, easy to use.
Because it protects the goods inside whilst in transit, quick and easy to use, the sizes are regular so at the post office they do not need to measure each large letter. The flap sticks down well and they are light so they do not add to the postage charge. The stiffness of the envelope also keeps things like pants as they were put into the envelope, ie, they don't bunch up inside and suddenly make the envelope into a small parcel and which would mean the recipient has to pay more at the other end and get angry.
